Staff's Recommended Board Motion:
Approve the cancellation of the collection of rents and occupancy fees from our tenants and not-for-
profit partners that have relocated from or ceased operations in County-owned buildings due to COVID-
19 beginning March 17, 2020 and ending on the last day of the month following one full month of
reopening. Rents and occupancy fees would then become due on the 1st of the month following a full
month of operation by the retail or not for profit partner. This would allow tenants and not-for-profit
partners an opportunity to run their operation and attempt to re-establish their financial positions. The
financial impact to the County is approximately $15,000 per month in lost revenue from cancellation of
rents and occupancy fees from tenants and not-for-profit partners for each month of the closure.

Background:
At the direction of the Hillsborough County Administrator County non-essential facilities were
temporarily closed on March 17, 2020. In addition, on March 23rd, other County facilities ceased normal
operations and most were closed. A notice to all tenants was sent out on March 27th that requested they
indicate if their office was closing or remaining open to provide essential services. Most non-profit
agencies vacated the county spaces. Others operated on a very limited basis to provide essential services.
While these closures were in the public's best interest, both retail businesses and non-profit agencies alike
continue to suffer economic hardship due to Covid-19 related closures. County staff recommends the
cancellation of rents and occupancy fees from tenants and not for profit partners beginning March 17,
2020 and ending the last day of the month following one full month of operations.
