About Friends of County Parks
The Friends of the County Parks, established in 1988, is a group of concerned citizens joining together to promote financial and community support to the Hillsborough County Parks, Recreation, and Conservation Department. They develop public awareness of recreation as an important part of day-to-day life.
Funds provided by The Friends of the County Parks are used as a supplement to the Parks, Recreation and Conservation Department budget and does not replace allocated tax dollars. These additional funds helps maintain, improve, and enhance services provided by the Parks, Recreation and Conservation Department. The Friends of the County Parks enjoys a 501 (c) (3) not-for-profit exemption status.

Introduction:
Friends of the County Parks, Inc. (hereafter referred to as "Friends") is a 501(c)3 organization with a mission to
support Hillsborough County Parks. Friends has an agreement with the County to manage several concession
stands at William Owens Pass Softball. Others may be added in the future. Friends is seeking a concessionaire
to manage these concessions and provide high-quality food and beverage services to park patrons. The
awarded concessionaire will be expected to enter into a contract with the Friends of the County Parks, Inc.
Scope of Services:
The selected concessionaire will be responsible for managing the concession stands at the above-mentioned
sites. This includes all aspects of food and beverage service, including menu development, ordering, storage,
preparation, and service. The concessionaire will be responsible for daily and deep cleaning as well as light
maintenance as spelled out in the awarded contract. The concessionaire must provide healthy food options as
required by Friends and Hillsborough County. The concessionaire must also possess a current and valid Retail
Food Establishment License and maintain $1,000,000 of liability insurance, with Friends of the County Parks &
Recreation Department Inc. and Hillsborough County named as an additional insured. All staff working in the
concession stands will be required to show proof of FDLE level 1 background checks.
Compensation:
Friends requires a minimum 30% of gross sales from the concessionaire in exchange for managing the
concession stands. The selected concessionaire will be responsible for all expenses related to operating the
concession stands, including but not limited to food and beverage costs, advertising, cleaning, selected litter
control, staffing, equipment, and supplies.
Proposal Requirements:
Interested concessionaires should submit a proposal that includes the following:
1. Company information, including name, address, phone number, email address, and point of contact.
Bios, qualifications, licenses, and certifications of key staff.
2. Relevant experience in managing concession stands, including references and sample menus.
3. Proposed menu, including healthy food options as required by Friends and Hillsborough County.
4. Proposed pricing for food and beverages.
5. Description of staffing plan, including number of employees, and scheduling.
6. Plan for equipment and supply procurement, including a list of required equipment and estimated
costs.
7. Proof of current and valid Retail Food Establishment License, as well as any food safety or health
related trainings, and $1,000,000 liability insurance, with Friends of the County Parks & Recreation
Department Inc. and Hillsborough County named as an additional insured.
8. Detailed cleaning plan, outlining how the concessionaire will keep the interior and exterior area of the
concession clean and safe, including frequency of cleaning, sanitation procedures, and waste disposal
methods.
9. Proof of a POS (Point of Sale) system that can be used to verify sales, including a description of the
system and its capabilities.
Evaluation Criteria:
Proposals will be evaluated based on the following criteria:
1. Experience and qualifications of the concessionaire.
2. Quality and variety of proposed menu, including healthy food options.
3. Pricing of food and beverages.
4. Staffing plan, including qualifications and scheduling.
5. Equipment and supply procurement plan.
6. Proof of current and valid Retail Food Establishment License and $1,000,000 liability insurance, with
Friends of the County Parks & Recreation Department Inc. and Hillsborough County named as an
additional insured.
7. Quality of detailed cleaning plan, including frequency of cleaning, sanitation procedures, and waste
disposal methods.
8. Proof of a POS (Point of Sale) system that can be used to verify sales, including a description of the
system and its capabilities.

Submission:
Proposals must be digitally submitted no later than November 15, 2023 to Friends of the County Parks, Inc. at
m.clements1@verizon.net. Late proposals will not be accepted. The selected concessionaire will be notified 2
weeks after of the proposal deadline.
