WELCOME/CALL TO ORDER
a. This meeting was called to order at 12:02 PM by Anthony Sanchez

PUBLIC COMMENTS
a. None
III.
PRESENTATIONS
a.
Introduction of Board Members
i. Anthony Sanchez introduced Scott Levinson, the newest board member. Board
introductions commenced.

b. ELAPP Acquisition Update
i. Ross Dickerson gave updates on the five properties currently being worked on.
He also shared that the ELAPP Annual Report was pulled from the latest BOCC
meeting but will go to the BOCC at the next meeting.

c. State Road 56 Extension
i.
No update at this time.

d. Tackle Football Game Security
i. Rick Valdez discussed the challenges of having off-duty deputies at the games.
He was able to work with HCSO to ensure all games were covered, which was
funded by Parks and Recreation. Moving forward, the department is looking
into charging this cost back to the user group.
ii. Discussion ensued regarding how to resolve this issue and how to work with
neighboring agencies to streamline this operation.
iii. Mr. Sanchez requested a document from Mr. Valdez on how to best approach
this issue so if can be shared with the commissioners.

ACTION ITEM- Add this to the next agenda.

e. Voting for Chair and Vice Chair

Motion: Joe Guidry made a motion to nominate Anthony Sanchez as the 2032 Chair and the
motion was seconded by Aaron Casteel. The motion was passed with no opposing members.

Motion: Anthony Sanchez made a motion to nominate Nathan Gennara as the 2032 Vice
Chair and the motion was seconded by Barbara Heineken. The motion was passed with no
opposing members.

f. Next Meeting
i. No changes

BOARD ACTION
a. Approve minutes from the November 17, 2022 meeting

Motion: Nathan Gennara made a motion approving the November 17, 2022 meeting
minutes and the motion was seconded by Joe Guidry. The motion was passed with no
opposing members.

V.
BOARD MEMBER COMMENTS
a. Mr. Sanchez asked for an update on AEDs. James Crouch shared that there are AEDs at
each complex and staffed site and there is an ongoing contract to supply more as
needed. Additionally, some leagues provide their own. Mr. Levinson asked about
Trainer/EMS requirements at games. Discussion ensued regarding having paid
professionals at these events as well as staff and volunteer coaches being CPR/First Aid
trained.
b. Mr. Sanchez thanked Barbara Heineken for serving on the board.
