WELCOME/CALL TO ORDER
a. This meeting was called to order at 12:01 p.m. by Anthony Sanchez

PUBLIC COMMENTS
None
III.
PRESENTATIONS
a. Sponsorship Update
i. Chris Kiddy gave an update that he and Dana McDonald have reached out to the
Clerk’s Office to review the proposal and are waiting for a response.
b. Reopening Update
i. Forest Turbiville stated that his department is in the final stages of reopening all
campgrounds, some small picnic shelters, and parking at Apollo Beach. Lithia
Springs will not be reopened in the near future. Nature centers may be opened
in the next few months.
ii. Rick Valdez stated that recreation centers are open. Shelters and basketball
courts are open at staffed locations, with the expectation to begin opening
more starting next week. Afterschool and pickleball programs have been going
well.
iii. Anthony Sanchez inquired about COVID-19 outbreaks and cases. Mr. Valdez
responded that positive cases among youth leagues have increased over the last
few weeks, and leagues are successfully reporting these cases and quarantining
teams. Mr. Sanchez inquired about compliance issues. Discussion ensued
regarding inspections, a request for off-duty officers, and challenges presented
by certain venues.
iv. Dave Ramirez is working with the league representatives to continuously
improve operations.

v. Rick Tschantz inquired about conditions that could discontinue youth football.
Discussion ensued regarding quarantine guidelines and procedures.
vi. Jack Berlin stated his concerns regarding what will be coming with COVID-19
cases over the next few months.
c. AED Update
i. James Crouch gave an update that five AEDs were purchased at the end of last
year for athletic complexes. He has been working with Mr. Ramirez to prioritize
sites. Additionally, $16,000 was granted in FY21’s budget for AEDs.
ii. Mr. Ramirez stated that Roland Rodriguez will give a demonstration to the
leagues and discuss expectations.
iii. Mr. Sanchez inquired about how many sites the new AEDs will cover. Mr.
Crouch stated that each site will have at least one, but sites with multiple sports
will need additional units in the future.
iv. Mr. Berlin stated that he has a friend who would not be with us if it were not for
AED devices, and he believes this is a great thing for the county to be committed
to.
d. Meeting By-Laws and Plan for November and December
i. Mr. Sanchez stated that this is the eighth meeting of the year and the Board has
met the by-law requirements. There are currently no meetings scheduled in
November and December, but if an emergency arises, a meeting may be
necessary.
e. Balm Land Acquisition
i. Forest Turbiville gave an update that a critical 450 acre parcel was acquired
through ELAPP. This important parcel connects Balm Boyett Scrub with the Balm
Scrub Preserve. The other portion of the parcel will be utilized by Water
Resources. This is the last piece of property that connects approximately 8,050
acres together.
ii. Ross Dickerson shared the restoration plan for the parcel. Mr. Turbiville added
that joint funding may be available from the Water Management District for
wetland restoration.
iii. Mr. Tschantz shared information about pollution restoration funding and
suggested applying for that program.
f. Board Member Term Expirations
i. Mr. Sanchez stated that there are only three Board members who do not have
expiration dates at the end of this year. Discussion ensued regarding term
limitation and advice from the County Attorney’s office.
ii. Mr. Berlin suggested we wait until 2021 and see how the BOCC election goes,
unless an emergency arises.

Motion: Anthony Sanchez made a motion to hold the next meeting January 28, 2021 and
the motion was seconded by Jack Berlin. The motion was passed with no opposing
members.
ACTION ITEM- Schedule the next regular meeting for January 28, 2021.
IV.
BOARD ACTION
a. Approve minutes from the October 1, 2020 meeting
Motion: Joe Guidry, Jr. made a motion approving the October 1, 2020 meeting minutes and
the motion was seconded by Jack Berlin. The motion was passed with no opposing
members.
V.
BOARD MEMBER COMMENTS
a. Mr. Sanchez encouraged the Board members to reach out to their Commissioners after
the election.
b. Mr. Sanchez stated that if this is his final meeting, he would like to thank everyone. He
enjoyed his time on the Board, enjoyed meeting everyone, and enjoyed working with
the staff over the years.
c. Mr. Guidry thanked Mr. Sanchez and Mr. Berlin for their time served on the Board.
VI.
COMMUNICATIONS, ACTIVITIES, OR STAFF MEMBER COMMENTS
a. Alison Hughes spoke about the Planning and Design Award for Carrollwood Village Park.
b. Dana McDonald spoke about recent news spotlights.
c. Adrienne Rouse spoke about programming. She shared that the Carrollwood Village
Park Nature Center and Ranger Center walkthrough is tomorrow. Additionally, new
fountains and solar lighting have been installed at the park.

ADJOURNMENT
a. There being no further business, the meeting was adjourned at 12:58 p.m.
