BOARD OF DIRECTORS MEETING
24 August 2018 Meeting 1 Minutes (approved)
1. Call to Order/Roll Call:
The meeting was called to order by President Marcel Turner at 3:03 P.M.,
24 August 2018, in the Driftwood Sands Multipurpose Recreation Room located at 2618
Gulf Boulevard, Indian Rocks Beach, Florida.
Board members in attendance: Marcel Turner, President; Jack Berlin, Vice President;
Bruce Kula, Secretary; and Jeff Tomes, Director. Rod Brenton, Treasurer; was present
via telephone. Also in attendance were Denise Fischer (Resource Property
Management), Presley and Connie Talley (unit 105), Linda Patzner (406) and, via
Google Hangout, David (503).
2. Proof of Notice of the Meeting:
Marcel attested that notice for this meeting was posted on the condominium premises
by order of the Board of Directors in compliance with Florida Statutes.
3. Approval of Minutes for previous Board Meeting:
The minutes of the 20 April 2018 Board of Directors meeting were approved by Marcel,
seconded by Jack, and passed 50.

6. Unfinished Business
6A - New Keys and Entry Doors
The new lobby keys have been distributed and new locks have been installed in the entry
doors. However, Bruce noted that the Tampa Bay Times is being delivered to his door
by a Times delivery person who, lacking a current key, must still be using our entry
phone code. We cannot change this code.
Jeff will therefore proceed with the purchase and installation of a new Mircom
telephone entry system. This will require a dedicated phone in each unit whose owner
who wants to be able to buzz guests in to the front lobby. A motion by Marcel, seconded
by Rod to approve up to $5K for a new system entry, passed 50.
6B - Fire Protection Upgrades
Fire Marshall Robert Hill Life Safety Technician of the Pinellas Suncoast Fire and
Rescue District has declared that Driftwood Sands, while two feet taller than a high-rise
building as defined by the PSFRD (70 feet or above), does not require special emergency
evacuation equipment. Fire Marshall Hill will however be happy to assist us in putting
together a Safety Plan. Rod will meet with him in late October when back in town.

6C - Maintenance Issues
Marcel and Maintenance Manager Arnie Kraemer keep a maintenance list showing both
Arnie's rotating tasks and one-off jobs. Marcel gave updates on several items, such as
the lobby ceiling (painted), bike rack (repaired), meeting room sink (replaced and
broken curbs in the garage (repaired). The list will be put on the Driftwood Sands
website.
6D - Sliding Windows Update
After the owner of unit 108 paid them in full, Stormfitters installed a set of sliders
opening from right to left and the owner of 108 wishes them to open the other way.
RPM is working with them to resolve the matter.
6E - Elevator Modernization
As of 24 August Thyssen Krupp was at least four weeks from being able to supply the
new elevator doors and door tracks. Denise is trying to set up a mid-October
installation, since there is some concern that the job will drift into our busy months.
However, during the upgrades one elevator should always be available.
6F - Spectrum Proposal
Spectrum service will be converted to an all-digital platform as of 5 September 2018.
The best deal Spectrum offered us for television and Internet service is $54 per unit per
month. This supports 100 Mbps wireless and two HD boxes providing 150 television
channels ("Spectrum Select"). Unit owners will be able to cancel their current television
and Internet service and be included as part of Driftwood Sands' monthly fee. Unit
owners who use Spectrum telephone service and other services must pay for them
independently, as they do now. This plan was approved by Marcel, seconded by Jack,
and passed 50.
6G - Rules and Regulations
Pursuant to updating Schedule A to the By-Laws, Rules and Regulations, Denise offered
to draft a set of rules based on those used by Palmas de Mallorca in Daytona Beach
Shores.

Occupancy Rules
In compliance with the Fair Housing Act, the following occupancy is permitted at
Driftwood Sands: Two persons per bedroom, plus one additional person per bedroom if
one is a child under the age of 12.
7B
Limited Palm Trimming
Bruce suggested that, to save money and protect the palms, only palms whose seed pods
would litter the pool and deck should be severely trimmed. This idea was tabled after
discussion widened to include such matters as trees that blocked owners' views. A
committee is to be appointed to evaluate situation and make recommendations.

Property Valuation
Per Florida Statute 718.111 we must determine the replacement cost of our property at
least every 36 months. This service is performed for us by Felten Professional
Adjustment Team, LLC, at a cost of $350.00 and had come due, requiring Marcel's
signature on behalf of the BOD/Association.
7D Budget Workshop
Denise deftly walked the Board through adjustments to maintenance fees and
expenditures for 2019 resulting in adequate reserves with reasonable increases.
8 Open Discussion
Pres Talley asked what might be done about an ant infestation in his unit. Marcel
responded that our contract with Orkin provides for pesticide application,
however if an individual owner does not have a contract [Arnie says the Orkin
technician has sometimes offered to supply bait boxes as a matter of good
customer relations).
Pres Talley proposed that the uncovered parking spaces northeast of the building
be covered and used only as assigned spaces. (This would require that some
assigned and guest spaces swap positions.) The expenses incurred would be paid
exclusively by unit owners with spaces under the new canopy. The Board will
take the idea under consideration at a later date.
Pres Talley remarked that the grills are sometimes unusably grimy. Marcel added
the cleaning of grills to Arnie's maintenance list.
American Sliding Doors discovered rusty rebar in the course of installing sliders
in unit 209. Now, the owner reports, "all the tile has lifted in the living area part
of #209 (about six rows of tiles) and there is a 'cracking' when walking on the
tile." RPM to have an engineer evaluate and report back on
findings/recommendations.
Future Meetings
The next meeting of the Board of Directors is scheduled for 12 October 2018 at
3:00 P.M., in the Driftwood Sands Multipurpose Recreation Room located at
2618 Gulf Boulevard, Indian Rocks Beach, Florida.
The Annual Budget Meeting is scheduled for 14 December 2018 at 3:00 P.M.
The Annual Association Meeting is scheduled for 18 January 2018 at 3:00 P.M.
