CALL TO ORDER – The Chairman called the meeting to order at 12:06

PRESENTATIONS

a. ELAPP Land Acquisition - Monthly Update – Forest Turbiville

Board Approved Contracts

TC Ventures (Triple Creek) – Awaiting Seller to complete CDD contraction. Anticipated closing on 110-acre
parcel in August.

Saffold Estates (Upper Little Manatee River) – 50-acre acquisition approved by the BOCC in February 2024.
Currently in due diligence process with anticipated closing in August/September.





Active Negotiations
Fee Acquisitions
 Mattaniah (Alafia River North Prong) – Appraisals for this 623-acre property were received by County on
2/20/2024. SWFWMD has formally agreed to partner (50/50) with the County on the acquisition by
signing a Letter of Intent (LOI). The property owner has also signed the LOI, which provides for a purchase
price of $6,762,500 (average appraised value). A purchase contract is currently being drafted and, upon
execution by the owner, will be taken to the BOCC in the fall of 2024. Concurrently, a cooperative
purchase agreement between the County and District is being drafted for BOCC and District Governing
Board approval.
 HSH Trust (Cypress Creek) – Awaiting response from bankruptcy counsel on status of the 10-acre property
in the bankruptcy proceeding.

EMH (Balm Scrub Preserve Addition) – Appraisal for 10-acre property finalized on 02/14/2024. Offer
provided to owner. County awaiting final decision.

Conservation Easements

Tew (Lower Green Swamp Addition) – Staff finalized a contract for the purchase of a 935-acre
conservation easement at a cost of $4,900,000. The contract was provided to the landowner on
6/21/2024 for signature. County is awaiting the return of an executed copy. Upon receipt, the contract
will be presented to the BOCC for approval.

Parker/Baker/Varnum/Davis (Alafia South Prong) – Discussions ongoing. Preliminary CEs are being drafted
for review. Acreage TBD.

Possible Donations
 Giunta (Cypress Creek) – Ongoing discussions with seller and Natural Resources for donation of up to 324
acres.
 Double Branch Bay – Project on hold until owner initiates discussions with county.

Other
 Mosaic (N/A) – Finalizing LOI with CAO and Mosaic (donation and fee acquisition totaling 4,300 acres).

b. Friends of the County Parks, Inc. Amendment to Agreement – Update. Forest Turbiville The
proposed amendment to the agreement was approved by the BOCC on 06/20/2024.

c. Field Use Agreement (FUA) – Update Greg Brown – The meetings went well. A Report will be
provided once complete. Hillsborough County Procurement Department continues reviewing
the RFP process and a name change will be forthcoming.
