SEC. 3. REFERENCES.

Except as expressly provided otherwise, any reference

to ‘‘this Act’’ contained in any division of this Act shall

be treated as referring only to the provisions of that divi-
4
sion.

SEC. 4. EXPLANATORY STATEMENT.

The explanatory statement regarding this Act, print-
7
ed in the House of Representatives section of the Congres-
8
sional Record on or about December 11, 2014 by the
9
Chairman of the Committee on Appropriations of the
10
House, shall have the same effect with respect to the allo-
11
cation of funds and implementation of divisions A through
12
K of this Act as if it were a joint explanatory statement
13
of a committee of conference.

SEC. 5. STATEMENT OF APPROPRIATIONS.
15
The following sums in this Act are appropriated, out
16
of any money in the Treasury not otherwise appropriated,
17
for the fiscal year ending September 30, 2015.
18
SEC. 6. AVAILABILITY OF FUNDS.
19
(a) Each amount designated in this Act by the Con-
20
gress as an emergency requirement pursuant to section
21
251(b)(2)(A) of the Balanced Budget and Emergency
22
Deficit Control Act of 1985 shall be available only if the
23
President subsequently so designates all such amounts
24
and transmits such designations to the Congress.

(b) Each amount designated in this Act by the Con-

gress for Overseas Contingency Operations/Global War on
2
Terrorism pursuant to section 251(b)(2)(A) of the Bal-
3
anced Budget and Emergency Deficit Control Act of 1985
4
shall be available (or rescinded, if applicable) only if the
5
President subsequently so designates all such amounts
6
and transmits such designations to the Congress.
7
SEC. 7. TECHNICAL ALLOWANCE FOR ESTIMATING DIF-
8
FERENCES.
9
If, for fiscal year 2015, new budget authority pro-
10
vided in appropriations Acts exceeds the discretionary
11
spending limit for any category set forth in section 251(c)
12
of the Balanced Budget and Emergency Deficit Control
13
Act of 1985 due to estimating differences with the Con-
14
gressional Budget Office, an adjustment to the discre-
15
tionary spending limit in such category for fiscal year
16
2015 shall be made by the Director of the Office of Man-
17
agement and Budget in the amount of the excess but the
18
total of all such adjustments shall not exceed 0.2 percent
19
of the sum of the adjusted discretionary spending limits
20
for all categories for that fiscal year.
21
SEC. 8. ADJUSTMENTS TO COMPENSATION.
22
Notwithstanding any other provision of law, no ad-
23
justment shall be made under section 610(a) of the Legis-
24
lative Reorganization Act of 1946 (2 U.S.C. 31) (relating

SEC. 9. STUDY OF ELECTRIC RATES IN THE INSULAR
3
AREAS.
4
(a) DEFINITIONS.—In this section:
5
(1) COMPREHENSIVE ENERGY PLAN.—The term
6
‘‘comprehensive energy plan’’ means a comprehen-
7
sive energy plan prepared and updated under sub-
8
sections (c) and (e) of section 604 of the Act entitled
9
‘‘An Act to authorize appropriations for certain in-
10
sular areas of the United States, and for other pur-
11
poses’’, approved December 24, 1980 (48 U.S.C.
12
1492).
13
(2) ENERGY ACTION PLAN.—The term ‘‘energy
14
action plan’’ means the plan required by subsection
15
(d).
16
(3) FREELY ASSOCIATED STATES.—The term
17
‘‘Freely Associated States’’ means the Federated
18
States of Micronesia, the Republic of the Marshall
19
Islands, and the Republic of Palau.
20
(4) INSULAR AREAS.—The term ‘‘insular areas’’
21
means American Samoa, the Commonwealth of the
22
Northern Mariana Islands, Puerto Rico, Guam, and
23
the Virgin Islands.

(5) SECRETARY.—The term ‘‘Secretary’’ means
1
the Secretary of the Interior.
2
(6) TEAM.—The term ‘‘team’’ means the team
3
established by the Secretary under subsection (b).
4
(b) ESTABLISHMENT.—Not later than 180 days after
5
the date of enactment of this Act, the Secretary shall,
6
within the Empowering Insular Communities activity, es-
7
tablish a team of technical, policy, and financial experts—
8
(1) to develop an energy action plan addressing
9
the energy needs of each of the insular areas and
10
Freely Associated States; and
11
(2) to assist each of the insular areas and Free-
12
ly Associated States in implementing such plan.
13
(c) PARTICIPATION OF REGIONAL UTILITY ORGANI-
14
ZATIONS.—In establishing the team, the Secretary shall
15
consider including regional utility organizations.
16
(d) ENERGY ACTION PLAN.—In accordance with sub-
17
section (b), the energy action plan shall include—
18
(1) recommendations, based on the comprehen-
19
sive energy plan where applicable, to—
20
(A) reduce reliance and expenditures on
21
fuel shipped to the insular areas and Freely As-
22
sociated States from ports outside the United
23
States;

(B) develop and utilize domestic fuel en-
1
ergy sources; and
2
(C) improve performance of energy infra-
3
structure and overall energy efficiency;
4
(2) a schedule for implementation of such rec-
5
ommendations and identification and prioritization
6
of specific projects;
7
(3) a financial and engineering plan for imple-
8
menting and sustaining projects; and
9
(4) benchmarks for measuring progress toward
10
implementation.
11
(e) REPORTS TO SECRETARY.—Not later than 1 year
12
after the date on which the Secretary establishes the team
13
and annually thereafter, the team shall submit to the Sec-
14
retary a report detailing progress made in fulfilling its
15
charge and in implementing the energy action plan.
16
(f) ANNUAL REPORTS TO CONGRESS.—Not later
17
than 30 days after the date on which the Secretary re-
18
ceives a report submitted by the team under subsection
19
(e), the Secretary shall submit to the appropriate commit-
20
tees of Congress a summary of the report of the team.
21
(g) APPROVAL OF SECRETARY REQUIRED.—The en-
22
ergy action plan shall not be implemented until the Sec-
23
retary approves the energy action plan.

SEC. 10. AMENDMENTS TO THE CONSOLIDATED NATURAL

RESOURCES ACT.

Section 6 of Public Law 94–241 (90 Stat. 263; 122
3
Stat. 854) is amended—
4
(1) in subsection (a)(2), by striking ‘‘December
5
31, 2014, except as provided in subsections (b) and
6
(d)’’ and inserting ‘‘December 31, 2019’’; and
7
(2) in subsection (d)—
8
(A) in the third sentence of paragraph (2),
9
by striking ‘‘not to extend beyond December 31,
10
2014, unless extended pursuant to paragraph 5
11
of this subsection’’ and inserting ‘‘ ‘ending on
12
December 31, 2019’ ’’;
13
(B) by striking paragraph (5); and
14
(C) by redesignating paragraph (6) as
15
paragraph (5).

SEC. 11. PAYMENTS IN LIEU OF TAXES.

(a) For payments in lieu of taxes under chapter 69
18
of title 31, United States Code, for fiscal year 2015,
19
$372,000,000 shall be available to the Secretary of the
20
Interior.
21
(b) The amount made available in subsection (a) shall
22
be in addition to amounts made available for payments
23
in lieu of taxes by the Carl Levin and Howard P. ‘‘Buck’’
24
McKeon National Defense Authorization Act for Fiscal
25
Year 2015.

the Department; not to exceed $3,869,000 shall be avail-

able for the Office of Assistant Secretary for Congres-

sional Relations to carry out the programs funded by this

Act, including programs involving intergovernmental af-

fairs and liaison within the executive branch; and not to
6
exceed $7,750,000 shall be available for the Office of Com-
7
munications: Provided, That the Secretary of Agriculture

is authorized to transfer funds appropriated for any office
9
of the Office of the Secretary to any other office of the

priation for any office shall be increased or decreased by
