July 2021 Canoe Escape Inc-Vending Concern Notes
Summary: Brian Faulk purchased the business from Joe Faulk (father) in August 2020. Prior to the purchase
Joe instructed Keichia to remove Brian Faulk from all business correspondence approx. seven (7) to eight (8)
years ago.
Also, please keep in mind that until you are a vendor (approved application, background check, signed
agreement, and paid fees, you are not permitted to house equipment on County Property. However,
consideration was provided to Canoe Escape by the director.

1. Application
• Background refence inquiry below.
• Brian Faulk sent the partial monthly vending application via email to Keichia Gilyard on 8/5/2020
(email below).
• On 8/11/2020 Brian was sent an email of what was missing; he also acknowledged the email on this
day.
• On 8/17/2020 Brian wanted to know the status of the now completed form that can be processed.
• Brian sent a status email on 8/26/2020.
• Brian sent a status email on 9/21/2020.
• Staff provided a status on 9/25/2020

2. Canoe Escape Contractor Info: Note: When Brian Faulk inquired, he was technically not an
approved vendor. His paperwork had not been approved, the background check was not complete, nor
was the agreement signed.

3. Proof of Ownership
• Document provided on 8/11/2020

4. Background #1
o Brian sent the first background check on 8/26/2020
o The background check was sent to the vendor on 8/31/2020.
o On 9/8/2020 – Hunter’s background check came back questionable.
o 9/9/2020 – the status email was sent to Brian and he send a response.
o 9/15/2021 NCSI sent a complete screening on Brian Faulk
o 9/15/2021 Brian and Hunter were Approved. The entire background check took 15 days.
o 10/1/2021 Background check email Approval email was sent to Brian. (application and
agreement still pending)

Background Check #2
• On 12/1/2020 Brian sent a background check form for Roman.
• 12/2/2020 Brian asked if I could accept his wife background check from her company that is not
associated with HCBOCC
• 12/142020 Brian sent an email to Forest questing the process and his treatment from staff.
• 12/16/2020 an email was sent to Brian approving Roman’s background check. The entire
background check took 15 days also.
• 12/22/2020 Brian sent an email Roman resigned.

5. Promo Video and Pictures
• Staff found out about the social media promo on 9/21/2020
• Staff educated Brian on the process on 9/22/2020

6. Agreements 1 and 2
• The Agreement was originally sent to Brian on 9/30/2020 and was for (10/1/2020 – 12/31/2020)
• Brian sent an email on 10/1/2020 wanting to review and request changes the agreement.
• Staff met with Brian at JBS on 10/2/2020
• Brian did not send a follow-up message regarding his meeting with Eric until 10/29/2020.
• I sent a follow up email on the agreement on 11/2/2020; a month after the original agreement
was sent. Which needed to be done because it had to be revised for failure to sign prior to
10/1/2020.
• Brian continued to seed email accusing staff of making his transition difficult, being unfair to
him, retaliating against him, etc… all of which is unfounded and untrue. He finally gave
permission to process his credit card form on 11/20/2020; almost 60 days from the original that
was sent to him in September.

December Agreement/Permit and Payment.
• Late: Brian email and said “my company CC got hacked”

7. Facilities
• Brian responded on 11/3/2021 with yet another stall tactic after he already spoke to Eric.
• Brian sent an email to Brenda Vallecilla – about Canoe Escape receiving a month free of rent.
i. I explained to Brian if a letter was received it was probably sent to Joe Faulk the owner at
the time of Canoe Escape and is not transferrable.
ii. I also explained that it such a letter was sent it was in error as Canoe Escape does not pay
rent; they pay a vendor fee to sell items on CEL property not a vendor that is housed
inside a county facility. This information was also clarified by Brenda and sent to Brian.

8. Film Commission
• On 10/27/2020 Brian Faulk reached out to Tyler with the Film Commission - again he is still not
an approved vendor; yet he is representing himself as one. Nonetheless, Brian wanted Tyler to
provide him with a permit to utilize the sites at his choosing.
• On 11/5/2020 Tyler contacted Brian and informed him of the proper procedures.

9. Selling Items on County Property
• On 11/16/2020 Brian sent an email regarding his trailer being licensed/fixed and selling items on
county property. I advised him that this is not permitted without the proper documentation and
approval.

• 1/15/2021 Brian was sent the new agreement and did not sign; instead he sent an email stating he
was waiting on a paper copy in the mail. I have never mailed Brian a copy of the agreement it
has always been via email.

• 1/22/2021 Brian faxed his credit card form to make the payment. It declined twice and his
excuse was it was a bank error.

• 1/25/2021 Brian sent an email regarding a news report for Canoe Escape. Again, Brian was
advised of the proper procedures by Eric and Rodney.

• 3/1/2021 Brian sent an email about his missed 2/2021 payment. Again he was waiting on
something in the mail.

• 3/9/2021 Brian contacted the County Attorney. On this day Eric reached out to Brian and his
voicemail was full and he did not answer. I then sent Brian an email addressing his concerns to
the County Attorney.

• 3/25/2021 Brian made the incorrect payment amount and we had to void out the payment. Per
his email it was a mix-up.

• 4/26/2021 Brenda Cogdell contact Forest via email to notify him of a complaint they received
from Brian Faulk regarding his treatment and the department processes. They addressed his
concerns.

• 5/20/2021 Brian reached out to Risk Management again. On June 4, 2021 they addressed his
concerns again.

• 5/25/2021 a certified letter was sent to Brian addressing his concerns.

• 6/16/2021 Keichia sent Eric a follow-up email asking if he spoke to Canoe Escape about any
other concerns from two weeks prior. I then sent Brian an email asking if he had the list of
concerns, he spoke to Eric about two weeks prior; his response “I am working on it tomorrow”

• 6/17/2021 Brian sent a list of concerns and I addressed each one individually. Brian responded
(email attached).
