BOARD OF DIRECTORS MEETING (UNAPPROVED)

1. Call to Order/Roll Call:
The meeting was called to order by Marcel Turner at 3:10 P.M., 14 December 2018, in the
Driftwood Sands Recreation Room located at 2618 Gulf Boulevard, Indian Rocks Beach, Florida.
Board members in attendance: Marcel Turner, President; Jack Berlin, Vice President; Rod
Brenton, Treasurer; Bruce Kula, Secretary; and Jeff Tomes. Also in attendance were Denise
Fischer, Resource Property Management; Owners Denise Brenton (104), Pres Talley (105), Barb
Ulrich (109), Mary Ellen Martinson (304), Jill Rommel (307) and Pat and Wayne Godsted (504).
2. Proof of Notice of the Meeting:
Marcel attested that notice for this meeting was posted on the official website and in the
elevators by order of the Board of Directors, in compliance with Florida Statutes.
3. Approval of Minutes for Previous Board Meeting:
The minutes of the 2 November 2018 Board of Directors meeting were approved by Marcel as
distributed and corrected, seconded by Jack, and passed unanimously.

6. Unfinished Business:
Insurance / Fire Protection:
Rod described the fire alarm system upgrades required. Since the actual system is so old, it is
extremely hard to get new parts for it so he is meeting with various companies and walking
them around to get ideas and pricing on an upgraded system and cheaper monthly and yearly
maintenance.
Maintenance Issues:
x Rod passed around a sample of the carpet he and Arnold selected to replace the worn
carpeting on the ramp at the back lobby door. It was approved unanimously with no vote
required.
x Wayne described the 12-volt lighting he had installed that would save monies in the long
run when Arnie has to replace bulbs. He offered to send further information.
x After discussion it was decided that a combination lock would be used to secure the west
trash room (where valuable equipment is stored) on weekends.

Balcony Floor Maintenance:
Marcel described a lengthy article in the January 2001 edition of Association Advisor that said in
part that concrete adjacent to rebar would always contain moisture, even before rusting and
spalling occurred. Some concrete repair specialists argue for complete removal of coatings on
the balcony slab; some are willing to make local repairs at considerably lower cost. But either
way the result is that spalling will eventually occur again. We have four balconies that require
prompt attention (209, 302, 407, and 506). Marcel proposed that we try the local repair technique
on two balconies (performed by Francisco Palma) and the complete surface removal technique
on two balconies (performed by National Engineering).Then we will monitor the longevity and
efficacy of the repairs, using our observations to guide future repairs. A new inspection of all
the balconies will be done by maintenance and management to help keep up with repairs.
Elevator Modernization Update:
Thyssen Krupp Elevator will not work on the elevators this year. Work on the first elevator will
begin on 18 January 2019 and be completed by 7 February 2019; work on the second elevator
will begin on 8 February 2019 and be completed by 28 February 2019.
Limited Palm Tree Trimming/Tree Removal:
Arborist Rick [Pat has his business card], introduced to us by Jeff, visited Driftwood Sands to
give us advice on a couple of issues.
Firstly, some unit owners' view of the horizon is continually reduced as palms in the courtyard
fill out, then is restored when the palms are trimmed. Rick thinks it unlikely we could get a
permit from Indian Rocks Beach to remove such trees, even to be replaced by smaller ones of a
different species. He recommends we simply trim the offending palms twice a year.
Second, at least two palms in the dog walk area appeared to have termites. Rick looked at them
and said that their problem is not termites but rather that they are in the cross-hairs of a
reclaimed water sprinkler. Rick's opinion is the water is harming them. We should correct the
aim of the sprinkler. If a palm appears to be weakened by opportunistic termites or
woodpeckers, we probably could get a permit to remove them. But because palm trunks
comprise millions of fibers, Rick explained, even a damaged tree can be surprisingly robust.
Entry System Updates
Commercial Fire Communications are to meet with Arnie and price out a new Mircom system to
replace the old entraphone 200 system. We do have two proposals in already for 2 different
systems, and when Jeff researched this for the Board, Mircom is one of the best out there.
Annual Meeting Mail Enclosures:
The first notice for the annual Association meeting bore the wrong date and time. The meeting
will start on 18 January 2019 at 3:00 P.M. A corrected notice will be mailed to the membership.
Generator Repair:
The generator has failed five times out of five recently, due not to the generator itself (which
runs fine) but the utility contactor. Denise will obtain a bid for maintenance service from Coastal
Service pursuant to replacing Paramount Power.

7. New Business:
Budget Approval:
Jeff moved that we approve the 2019 budget, seconded by Jack, and passed unanimously.
Enforcing Parking Rules
There is a perception among some unit owners that our parking is increasingly being used by
trespassers: Jeff's space has been occupied more than once by an unidentified car; Pres has had a
car towed out of his space. Jack offered to start an e-mail thread to discuss how we might
encourage compliance with our parking rules. He suggested, for one thing, that we might use
dated, disposable parking passes (replacing the decades-old laminated Visitor Parking Permit).
8. Discussion
Pat (of the Landscaping Committee) suggested that we purchase buttonwood shrubs to fill in
spaces among the plants along the south fence. It should be done now so that the existing and
new shrubs are of comparable heights. Marcel said he would add the job to Arnie's maintenance
list.
9. Adjournment:
A motion for adjournment by Bruce, seconded by Marcel, passed unanimously. The meeting
was adjourned at 4:38 P.M.
