WELCOME/CALL TO ORDER
a. This meeting was called to order at 12:00 p.m. by Anthony Sanchez.

PUBLIC COMMENTS
None
III.
PRESENTATIONS
a. Sponsorship Update
i. Alison Hughes gave an update that the Sponsorship Position has been
posted and closes tomorrow.
b. Reopening Update
i. Forest Turbiville stated that he plans to reopen all picnic shelters next
week except for the two large ones at E. G. Simmons Park and Lake Park.
He also put in a request to reinstate special events the first week of May
and had had positive feedback from County Administration.
ii. Jack Berlin enquired about the reopening of nature centers. Discussion
ensued.
iii. Mr. Berlin asked if the County has come up with a policy regarding
employees and vaccinations. Mr. Turbiville and Rick Valdez have not
heard about one. Discussion ensued.
ACTION ITEM- provide an update on this at the next meeting
c. AED Update
i. James Crouch shared that the AED contract has been denied by
Procurement and the bid had to be re-written. It is currently awaiting
approval from Procurement so it can go out for bid.

d. Budget Instructions Update
i. Mr. Turbiville shared that the budget is mostly straight continuation, but
his department is submitting a few desirable decision units. He shared a
few major ones.
ii. Mr. Valdez has been asked to do the same and is putting in a few
desirable decision units. Priorities revolve around sports field
maintenance program.
iii. Mr. Berlin enquired what the Board can do to help. Discussion ensued.
e. Camp Bayou Staffing Update
i. Ross Dickerson shared that CELM staff have teamed up with the non-
profit who has been staffing the site, resulting in expanded hours. Mr.
Berlin enquired about the rentals at Camp Bayou. Mr. Dickerson stated
that kayak rentals are currently in discussion.
f. ELAPP Acquisition Update
i. Mr. Dickerson presented the acquisitions from 2020 to present. Mr.
Berlin and Joe Guidry, Jr. praised the effort that has gone into this effort.
Mr. Guidry, Jr. asked about the Cypress Creek parking lot. Discussion
ensued.
g. Board Positions
i. Mr. Sanchez shared that there are currently five Board members. Mr.
Casteel shared that paperwork is moving forward for his re-appointment.
Mr. Sanchez has sent messages to Commissioners Overman and Myers
regarding appointing people.
h. April 22 Meeting
i. Alternative dates are Thursday the 15th at 12:00, Friday the 16th at 1:00,
or Wednesday the 21st at 12:00.
ACTION ITEM: Move the next meeting to Monday the 19th at 1:00, or
Friday the 16th.
ii. Mr. Sanchez suggests we have the meeting at County Center at least one
more time and consider moving back to All People’s Life Center after
that.

BOARD ACTION
a. Approve minutes from the January 28, 2021 meeting.

Motion: Joe Guidry, Jr. made a motion approving the January 28, 2021 meeting
minutes and the motion was seconded by Jack Berlin. The motion was passed with
no opposing members.
V.
BOARD MEMBER COMMENTS
a. Mr. Berlin thanked the staff for accommodating these hybrid meetings.
VI.
COMMUNICATIONS, ACTIVITIES, OR STAFF MEMBER COMMENTS
a. Ms. Hughes shared update about CAPRA re-accreditation and award
applications.
VII. ADJOURNMENT
a. There being no further business, the meeting was adjourned at 12:39 p.m.
