The Parks & Recreation Department operates numerous parks, playgrounds, athletic fields, and recreation centers. The department also provides programs, events, and activities to Hillsborough County residents year-round.

WELCOME/CALL TO ORDER
a. This meeting was called to order at 12:06 p.m. by Anthony Sanchez

PUBLIC COMMENTS
None
III.
PRESENTATIONS
a. HC Comp Plan Update- Recreational and Open Space Element
i. Rick Valdez and Forest Turbiville shared information regarding the first public
meeting and updates to the plan.
b. Sponsorship Update
i. Dana McDonald gave an update regarding County social media posts for sponsors.
She will discuss this further with the Friends group tonight. She thanked Aaron
Casteel for his assistance in this process so far. The sponsorship position has been
offered.
ii. Discussion ensued regarding Communications, the Friends agreement, and
expected revenue.
c. Reopening Update
i. Mr. Valdez shared that his department has expanded capacity for summer camp.
Additionally, a new Administrative Directive (AD) is expected that will address
COVID-19 guidelines
ii. Mr. Turbiville’s department is fully open. The new AD will give guidance for special
events.
d. AED Update
i. Mr. Valdez presented that the bid for AEDs has made it through the final step of the
procurement process and it set to go before the BOCC in June for approval.
e. CAPRA Update
i. Mr. Valdez shared that the visit went very well and the department only missed one
standard. He thanked the Board for their involvement.
f. ELAPP Acquisition Update

i. Mr. Turbiville shared that there have been no new ELAPP acquisitions since the last
meeting but will have an item going to the next BOCC meeting (June 16th) to acquire
the Riverton property adjacent to the Little Manatee River. Additionally, ELAPP
should close on the Holmberg property (part of the Balm-Boyette Scrub Preserve)
by the end of the summer.
ii. Mr. Turbiville provided the Board with a copy of the County’s recent response to the
USF Request for Information (RFI) related to the USF Forest Preserve. Discussion
ensued regarding the USF property and the BOCC’s desire to see it preserved.
iii. Mr. Turbiville shared a document detailing an FDOT project involving a proposed
extension of State Road 56 that has the potential to significantly impact the
County’s Lower Green Swamp Preserve and other nearby preserved lands. The
route of concern is the “3B Corridor” as depicted in the FDOT document. Discussion
ensued regarding next steps.
Motion: Joe Guidry, Jr. made a motion to voice concerns to the BOCC regarding the “3B
Corridor” road option through ELAPP land. He is requesting that staff draft a letter to the BOCC
for their June 16th meeting. The motion was seconded by Jack Berlin and was passed with no
opposing members.
g. Board Positions
i. Mr. Sanchez introduced Barbara Heineken, who is waiting on confirmation
paperwork to serve for Commission Overman. Mr. Sanchez also spoke with
Commissioner Myers about the position.
h. July 15 Meeting
i. This meeting will be in person. Mr. Berlin will be absent.
IV.
BOARD ACTION
a. Approve minutes from the March 11 and April 22 meetings
Motion: Joe Guidry, Jr. made a motion approving the March 11, 2021 and April 22, 2021
meeting minutes and the motion was seconded by Jack Berlin. The motion was passed with
no opposing members.
V.
BOARD MEMBER COMMENTS
a. Mr. Berlin is excited to see the sponsorship program move forward. Discussion ensued.
b. My. Guidry continues to be impressed by the ELAPP outreach program.
VI.
COMMUNICATIONS, ACTIVITIES, OR STAFF MEMBER COMMENTS
a. Mr. Turbiville shared information on how to make comment at the FDOT public
meeting. Mr. Sanchez will attend the meeting to speak on behalf of the Board.
b. Adrienne Rouse shared information on CAPRA, summer camp, and other recreation
events.
c. Greg Brown shared updates about the CARES funding and other amenity upgrades.
VII.

a. There being no further business, the meeting was adjourned at 1:00 p.m.
