I.
WELCOME/CALL TO ORDER
a. The meeting was called to order at 12:01 p.m. but paused for technical difficulties. The
meeting began again at 12:36 p.m.
b. Thank you to Friends of the County Parks for providing lunch today.
c. Anthony Sanchez thanked the staff at PSOC and Alison Hughes for setting up the
meeting.

PUBLIC COMMENTS
None

III.
PRESENTATIONS
a. Sponsorship Update
i. Rick Valdez shared that Dana McDonald was promoted to another department
and her position will be filled as quickly as possible.

b. AED Update
i. James Crouch shared that the agreement is still in process through Risk
Management and Procurement is in bid selection. The department should be
able to get 20 AEDs.

c. ELAPP Acquisition Update
i. Forest Turbiville shared updates about new land approved for acquisition and
explained environmental benefits.
ii. Discussion ensued regarding acreage.

d. State Road 56 Extension
i. Mr. Turbiville shared that the DOT website still shows the meeting postponed
until further notice.
ii. Mr. Sanchez suggested that someone continues to monitor this.

e. USF RFI – Forest Preserve
i. Mr. Turbiville’s team requested access for the site assessment team, but the
request was not granted. The site assessment team will meet to review all
available materials and preliminarily rank the site to send to the ELAPP General
Committee. If approved, it will be incorporated into a draft of the ELAPP Annual
Report, which will come to the Parks Board and then BOCC for approval. Once
approved, it will be considered an official ELAPP site and negotiations can begin.

f. Apollo Beach Nature Preserve—Safety Measures
i. Mr. Turbiville shared that staff continues to patrol the site.

g. Summer Program Recap
i. Adrienne Rouse shared summer camp attendance numbers, COVID-19 case
information, and highlights from the summer camp survey.
ii. Discussion ensued regarding pre- and post- COVID-19 attendance numbers and
staff-to-participant ratios.

h. Canoe Escape Update
i. Mr. Turbiville and Billy Graham had a positive meeting with Brian Faulk on
August 10. Mr. Faulk was asked to provide a list of his concerns and Mr.
Turbiville and his team are in the process of resolving them. The County
Attorney’s office and Risk Management agree that the Department has the right
to conduct their own background checks on vendors.
ii. Mr. Sanchez told Mr. Faulk that if at any point he is dissatisfied to send a
message to the Board via Ms. Hughes or make public comment at the next
meeting. Otherwise, the Board will assume issues are being resolved.

i. Park Vendors and Friends Agreement Update
i. Mr. Valdez shared that the Friends agreement is with the internal auditor’s
office, per the County Attorney’s recommendation.
ii. Ms. Rouse gave updates on the food truck vendor process.
iii. Discussion ensued regarding the workflow and the Friends group.

j. Board Positions
i. Mr. Sanchez has been following up with Commissioner Myers’ team and will
continue to do so.

k. October 7 Meeting
i. Ms. Hughes will request to hold the next meeting at PSOC with an in-person
quorum and virtual attendees.

BOARD ACTION
a. Approve minutes from the July 15, 2021 meeting

Motion: Nathan Gennara made a motion approving the July 15, 2021 meeting minutes and
the motion was seconded by Joe Guidry, Jr. The motion was passed with no opposing
members.
