Meeting Minutes
Thursday, June 29, 2023, 12:00 pm

I.
CALL TO ORDER - Chairman called the meeting to order @ 12:07 PM.
a. Welcome - Chairman introduced Newest Board Member Bill Barrett.
b. Thank you to Friends of the County Parks and Recreation for providing lunch today.
II.
PUBLIC COMMENTS
a. Limited to three (3) minutes per constituent - None
III.
PRESENTATIONS
a. ELAPP Acquisition Update - Forest Turbiville provided a handout copy of the April 2023 and May
2023 BOCC agenda items referencing the 450-acre land acquisition of the McGrady Road Property
Project connecting existing ELAPP preserves and a Reimbursement Resolution regarding the Future
Issuance of ELAPP General Obligation Bonds.
b. State Road 56 Extension - Continues in pending status with no update.
c. Youth Athletics Advisory Committee - Rick Valdez - The Committee continues to meet. Rick is in
discussion with the legal department for new language to the resolution regarding subcommittees.
An agenda item will be required for presentation to and approval by the BOCC.
d. Concession Stand Usage at Parks - Chris Kiddy provided a description of concession stand activities.
Parks with a field lease agreement have use of the concessions. Friends of the Parks, a nonprofit
organization, provides concession, using vendors, at Parks without a field use agreement. Parks
Athletic Planning team is also reviewing future expansions and potential changes to the use of
concession at parks.
e. Update on Athletic Field Improvements - Greg Brown provided a high-level overview of
improvements and future potential contracts for further enhancements. A handout depicting the
Parks Department overall statistics of athletic field improvements was provided.

BOARD ACTION
a. Approve May 11, 2023, meeting minutes - Jack Berlin motioned to pass, Diedrea Anthony seconded
the motion, all were in favor with no objections and motion passed.
VI.
BOARD MEMBER COMMENTS - Various Parks Advisory Board members provided praise toward current
Parks Department leadership, overall parks appearance and the opportunities parks are providing for the
community. The Director, Rick Valdez expressed appreciation to the Parks Advisory Board for their support.
The community has also been recognized of providing positive feedback throughout various park visits.
VII.
COMMUNICATIONS, ACTIVITIES, OR STAFF MEMBER COMMENTS - Board members discussed their
acceptable communication among each other outside the regular scheduled Park Advisory Board meetings.
Rick Valdez announced the Parks and Recreations Department was recognized as a 2023 NRPA Gold Metal
finalist.
