WELCOME/CALL TO ORDER
a. This meeting was called to order at 6:00 p.m. by Anthony Sanchez

PUBLIC COMMENTS
None
III.
PRESENTATIONS
a. Welcome
b. Update: Reopening Status
i. Forest Turbiville and Rick Valdez gave an update regarding the reopening of
parks and amenities. Discussion ensued regarding quarantine situations and
employee testing.
ii. Rick Valdez spoke about summer camp and virtual recreation. He also shared
information regarding return-to-play plans and guidelines for athletic leagues.
USF Public health has been involved in this process.
ACTION ITEM: Alison Hughes will share the link for virtual recreation with the
Board members.
iii. Discussion ensued regarding summer camp data, virtual recreation, and
summer hires.
iv. Dave Ramirez elaborated on the athletics programming and shared data
regarding return-to-play plans and restrictions. Discussion ensured regarding
timelines for these restrictions, communications with leagues, and public use at
sports complexes.

c. Update: Park Impact Fees
i. Rick Valdez shared that after a public hearing in May, the Board of County
Commissioners (BOCC) adopted the new impact fee study, which will be
effective on January 1, 2021. The BOCC voted to begin the new fees at 55%,
then increase to 65% on January 1, 2022.
ACTION ITEM: Alison Hughes will share the study with the Board members.
ii. Forest Turbiville shared additional data, projections, and benefits. Jack Berlin
raised concerns about the new fees being used to offset other revenue. If this
becomes a concern, he requested that that the Board me made aware
immediately.
iii. Discussion ensued regarding how impact fees can be used.
d. Update: Bakas Equestrian Center
i. Forest Turbiville stated that the last update from Mr. Pepin came right before
COVID-19 work interruptions and he is currently waiting to resume
conversations. Park planning and Public Works personnel have been reviewing
the project. The most recent plans are improved from the last version in terms
of quality and design, and cost estimates are more accurate and realistic.
e. Update: AEDs in Parks
i. James Crouch has reached out to several other organizations and municipalities
to gather information on this topic. He shared data regarding how they acquire
and store the machines. A spreadsheet has been created to prioritize which
sites will receive AEDs first. Five AEDs are currently on order but have been
delayed by COVID-19 impacts. Due to storage requirements, the department
will not be able to impose any expectation that the machines will be readily
available at every practice or game.
f. Update: Paralympic Sports Tampa Bay
i. Adrienne Rouse informed the group that Paralympic Sports Tampa Bay has
dissolved, and the new program will be known as Hillsborough County Adaptive
Sports. She also discussed personnel changes and new hires. The department
now employs three Certified Therapeutic Recreation Specialists, with two more
in the onboarding phase.
ii. Discussion ensued regarding expansion of the programming, new partnerships,
and travel events/tournaments.
g. COVID-19 Budget Impact
i. Forest Turbiville was told that there are no expected impacts to staffing. Some
impacts are expected for FY 2021 but it appears they will mostly be in the form
of deferred capital projects. Rick Valdez has received the same information.

h. Possible By-Laws Change
i. Anthony Sanchez stated that he added this to the agenda out of concern that
the Board would not meet the eight (8) annual meeting requirement in the by-
laws.
ii. Discussion ensued regarding virtual meetings and keeping the current schedule.
No members were opposed, so the current meeting dates will stand, and
meetings will be virtual until further notice.
iii. Further discussion ensued regarding public comments and pre-advertising
meetings.
IV.
BOARD ACTION
a. Approve 2019 ELAPP Annual Report
Motion: Joe Guidry, Jr. made a motion approving the ELAPP Annual Report and the motion
was seconded by Nathan Gennara. The motion was passed with no opposing members.
b. Approve minutes from the March 5, 2020 meeting
Motion: Jack Berlin made a motion approving the March 5, 2020 meeting minutes and the
motion was seconded by Aaron Casteel. The motion was passed with no opposing members.
V.
BOARD MEMBER COMMENTS
a. Anthony Sanchez requested insight regarding what the departments have been
requested to do regarding COVID-19 operations and assistance with hotels. Forest
Turbiville summarized how his staff members have been supporting the hotel
operations. Discussion ensued regarding:
i. What role staff is fulfilling
ii. What action the Board can take to be supportive
iii. The criteria to gain entry to the hotels
iv. Overall responsibilities of county employees during a declared state of
emergency
v. What other municipalities are doing
vi. If a situation like this happens again, the closing of nature preserves needs to be
reconsidered
b. Some Board members stated they will reach out to their Commissioner to discuss these
issues.

a. There being no further business, the meeting was adjourned at 7:26 p.m.
