WELCOME/CALL TO ORDER
a. This meeting was called to order at 12:07 p.m. by Anthony Sanchez

PUBLIC COMMENTS
None

III.
PRESENTATIONS
a. Welcome
i. Happy Retirement to Julian Garcia and Andy Chassanoff

b. Sports Facility Advisor (SFA) Update
i. Greg Brown gave update on Phase II meetings. The final Field Use Agreement is
being formulated and is expected to go to the BOCC in early April.
ii. Discussion ensued regarding the determination of where synthetic fields are
being installed.
iii. Letter to Commissioners Included in Folder
1. Anthony Sanchez presented this item to the other Board members.
iv. Upcoming Public Meeting
1. Staff is meeting with Communications tomorrow to set the date.

c. Accommodating Public Access at Athletic Complexes
i. Greg Brown passed around a photo of new public use signs (available upon
request). Discussion ensued between staff and Board about how a member of
the public will know which field to use, publishing online league schedules, and
posting new signage at the entrances.
ii. Discussion ensued regarding live cameras and WIFI at synthetic athletic fields.

d. Defibrillators in Parks
i. James Crouch summarized current inventory findings and inspections. Phase I
will ensure we have at least one Automated External Defibrillator (AED) at every
athletic complex. Phase II will ensure each sport within the complex has one.
Phase III will ensure one is available within three minutes of anyone who is
playing.
ii. Discussion ensued regarding challenges, putting trackers on AEDs, and
inspections.
iii. Discussion ensued regarding what AED process leagues should follow and the
necessity for leagues to have a safety plan.

e. Bakas Equestrian Center
i. Forest Turbiville summarized a letter that was sent to Mr. Pepin which gave a
deadline for him to present his proposal.

ACTION ITEM: Take this recurring item off the agenda

f. Parks Advisory Board Lunches
i. Anthony Sanchez and Alison Hughes presented lunch options and discussion
ensued. Jack Berlin will fund the next lunch through a donation to Friends of the
County Parks. Currently waiting on the results of the Friends of the County Parks
vote.

IV.
BOARD ACTION
a. Approve minutes from the December 19, 2019 meeting

Motion: Joe Guidry, Jr. made a motion approving the December 19, 2019 meeting
minutes and the motion was seconded by Harold Jackson. The motion was passed with
no opposing members.
b. Board to appoint Chair and Vice Chair
Motion: Jack Berlin made a motion to keep the current Chair and Vice Chair and the
motion was seconded by Joe Guidry, Jr. The motion was passed with no opposing
members.

V.
BOARD MEMBER COMMENTS
a. Due to attendance conflicts, the March 12, 2020 meeting is being moved to March 5,
2020.

VI.
ACTIVITIES (Communications/Information of Interest)
a. Adrienne Rouse gave updates regarding:
i.
Goals for replacing outdated playground equipment with more modern
equipment that will be tailored to locations.
ii. Increased hours of operation for recreation centers

iii. Staff changes and hiring
iv. Tampa Bay Lightning partnership and new ball hockey courts
b. Ross Dickerson gave updates regarding:
i. Annual “Bambi” bucket training that took place with eight other organizations,
including the National Guard.
ii. The annual Fire Fest is this weekend at Medard Park
iii. The new trail at Ed Radice is currently awaiting signage
c. Jack Berlin mentioned a recent terrapin rescue involving Owl’s Nest Sanctuary and
Busch Gardens Tampa. The terrapin was rehabilitated at Upper Tampa Bay Park.
d. Brad Reinert is currently assessing sandbag operations to prepare for storm season.
e. Rick Valdez mentioned the hiring of a consultant to assess park impact fees.
