I. WELCOME/CALL TO ORDER
a. This meeting was called to order at 4:43 p.m. by Anthony Sanchez
II. PUBLIC COMMENTS
None
III. PRESENTATIONS
a. Thank you to Jack Berlin for providing us with dinner today.
b. Update: Board lunches
i. Joe Guidry, Jr. informed the Board that Friends of the County Parks will fund
meeting lunches for the remainder of 2020.
c. Update: Field Use Agreement (FUA)
i. Greg Brown stated that his team has been working with leagues. Next step is
the Town Hall Meeting tonight and then BOCC Meeting in April.
ii. Dave Ramirez was promoted to Athletics Manager.
iii. Rick Valdez recognized staff for their tremendous efforts in this process.
iv. Discussion ensued regarding when the Board should vote on the document.
Motion: Jack Berlin made a motion to accept the document as amended. The
motion was seconded by Nathan Gennara. The motion was passed with no
opposing members.
v. Rick Valdez requested Anthony Sanchez attend the BOCC meeting on April 1 to
represent the Board and support the new FUA.

d. Update: Park Impact Fees Consultant
i. Rick Valdez and Forest Turbiville have been meeting with a consultant and are in
the fact-gathering stage.
ii. Discussion ensued between board and staff about other counties, impact fees,
when they were last updated, etc.
iii. Discussion ensued regarding if/when the Board should write an endorsement
letter.
e. Update: Bakas Equestrian Center
i. Forest Turbiville informed the Board that Mr. Pepin has come back and is ready
to move forward. Drawings are being finalized and should ready by February 28.
He and Rick Valdez will be meeting with him tomorrow.
ii. Discussion ensued regarding recent survey, construction standards, quality, etc.
IV. BOARD ACTION
a. Approve minutes from the January 30, 2020 meeting
Motion: Jack Berlin made a motion approving the January 30, 2020 meeting minutes
and the motion was seconded by Joe Guidry, Jr. The motion was passed with no
opposing members.
V. BOARD MEMBER COMMENTS
a. None
VI. ACTIVITIES
a. AED Update: Rick Valdez informed the Board that James Crouch found an AED model
with a waterproof storage container that does not require storage in an air-conditioned
space. Orders are on hold due to COVID-19. Will order as soon as available.
b. Discussion ensued regarding cost, warranty, maintenance, etc.
c. Harold Jackson asked if the department has any feedback or data on how people across
the county are managing AEDs at athletic fields to see what’s working well and what’s
not.
ACTION ITEM: Reach out to other entities for AED management best practices.
d. Discussion ensued regarding AED security, cameras, vandalism, security at parks, boat
ramps, campgrounds, etc.
e. Discussion ensued regarding seventh board member.
